What it is

PTW in Jarsis is a first-class module, not a workflow bolt-on. Most real permits are raised standalone (contractors, emergency work, inspections, walk-ups) with no work order in sight, so the permit is the primary work-authorisation record. Every permit template carries its legislation reference. You're not issuing permits, you're demonstrating regulatory coverage.

Eight HSE-aligned permit types

Hot work, confined space, electrical, excavation, working at height, disjointing, lifting, special hazards. Extensible with tenant-specific types.

Rule-driven determination

Work orders stay dumb. A rule engine decides whether a permit is needed and which types, based on six scope dimensions (org, location, service category, service class, asset category, hazard attributes) plus schedule. Change a rule; every future transition is covered.

Nine-verb lifecycle

Submit, risk assess, authorise, accept, amend, suspend, handback, reinstate, cancel. Full lifecycle from request to close-out with suspension and revalidation on scope, shift, time, or isolation changes.

Separation of duties (hard-coded)

The user who submits a permit cannot authorise it. Enforced at the pure-function layer and again at the API. Non-configurable. HSE-aligned, non-negotiable.

Structured isolation points (HSG253)

For electrical, disjointing, and confined-space permits: isolated-by / verified-by tracking, test-dead confirmation, LOTO references, photo evidence per isolation point.

Qualification checks

Each permit type declares required qualifications. The system verifies the user holds them before allowing verb execution. Integrates with Compliance & Audit for qualification evidence.

Forensic audit trail

Every signature captures a snapshot of what the signer saw at that moment. Inspectors can reconstruct the state of the permit at every decision point.

Planned Maintenance integration

PM schedules with requires_permit auto-create a draft permit alongside the work order. Work orders cannot start if the linked permit isn't authorised.
